I have spent the last two New Years on Carnival. I'm booked again on the Carnival Freedom for this upcoming New years.. There is a great party up on the Lido, some people really go the extra mile with what they wear. Around 11:45 the free booze comes out. There is a live shot of Time square with the ball coming down. They have a live band playing. Its a great party and IMO a great way to spend New Years. You have to book early for the best price, and best cabin. They sell fast. They are a more expensive cruise but IMO worth it.
