Hi - a TA (which can stand for travel agent or agency) is independent of any cruise line. Actually they can arrange any sort of travel on any mode of transportation. The agency receives a commission from the cruise line and the agent receives a percentage of that. PVP is a Carnival term for their "in-house" agents that you can book Carnival cruises with - they are employees of Carnival.
