Navigator in Europe

I thought I read somewhere that RCI allows topless sunbathing on European Cruises, I am booked on Navigator, does anyone who has sailed Navigator or Voyager in Europe know the decks that topless sunbathing allowed??

Don't know for sure, but I would imagine, being in Europe, that it is allowed
