Definitely take a tour that explains all of the levels, nooks and crannies of Diocletian's Palace--a fascinating structure. There is also a good-sized flea market and interesting shops nearby, and the prices are relatively low. We didn't eat anything there except for some good gelato and pastries from stands and a shop on the waterfront near the ship. It is a small area and easy to stroll around.
