That's an easy choice. Neptunes divers without a doubt. 8 divers max, you have at least some say on the dive site, and you can dive your own dive if you want to. Plus Casey and Keith are nice people. I personally recommend them.

 

With Red Sail, you will likely be on a large boat with lots of other divers, go to the scheduled dive site for the day, and play follow the leader on a dive that will probably end at a set time or when the first person is low on air.
