Either one should be OK. On the top deck you'll be able to go from port to starboard in a hurry, on the promenade deck you need to go around or through the ship to get to the other side.

A couple of tips (which you may know already): Stand back a bit so that you get some of the railing or other ship stuff in the foreground. On the promenade deck you can frame your pix in a porthole. If you step back on the promenade deck, it gets a bit darker and you may have to adjust the exposure a bit. Step to the railing, depress the shutter only half-way to set the exposure, keep you finger on the shutter, step back - and then push down all the way.
