NYC port handicapped drop offs

We have only been to the NYC port once and that was during fleet week. The taxi guy said that he could only get us a block away. My question is - how close can the taxis drop you? My mom is on a walker temporarily and she won't be able to bring her suitcases. We are use to pulling our own and never had to be concerned with a person who can't pull her own.

They are supposed to drop you curb side right by the ships....fleet week the military ships are also at the NY Cruise terminal so increased security probably made that difficult other wise its like being dropped off at the airport curb side
