Don't believe you can get free shuttles to the airport from any lower cost hotels in Miami Beach. Free continental breakfast another iffy thing.

 

The Courtyard mentioned earlier, doesn't offer either of those. But is decent for the money. Your budget is very limiting for Miami Beach areas. Even in Sept. Those things you mention, minus the beach, could be found at some of the airport hotels, however. You can't get them all, I'm afraid.
