Partial refund of fuel surcharge/port taxes???

Just back from the Summit and at the end of the cruise there appeared a credit of $18.50 per person on our statement. I queried this at guest relations and was told (in broken English) that this was a tax refund. When I asked if she meant a refund of some of the fuel surcharge she said yes. Maybe it was really a refund of port charges relating to missing Split due to pod problems (for which we were credited with $250 OBC). Not that I'm complaining as our balance ended up $2 odd in credit!

 

Did everyone on board get this other credit and do you know what it was for?
