Website listing Carnival notices to passengers

Ok...maybe no one will know what I am talking about based on my poor description but I'm going to try. A couple months ago someone had posted a link to a webpage that was a Carnival webpage but not really on the main Carnival site were you go to book reservation or whatever.

 

But it had links along the left side of the page going back at least a couple years that seemed to be letters or communications sent out to passengers that were about itinerary changes. I think the initial posting was dealing with one of the ships when it changed embarkation ports right before the cruise due to a hurricane. The letter that was sent out to passengers was on this site. So it is communications like that that can be viewed.

 

Does anyone know what I'm talking about and the web address? I thought I had bookmarked it, of course now I can't find it.

 

I'm on the Feb 17th sailing of the Miracle that may or may not be going to Panama and Costa Rica and I want to keep on eye out for more information.
