Just wondering if one were to book a Guaranteed veranda if one would get 2C or higher? On celebrity's website it shows AQ, C1......2C, Guarantee X, 7.

You might. You might also get the worst cabin - one with an obstructed view or in a noisy area. Book a guarantee if you're willing to put up with the worst cabin in that category. Then (hopefully!) you'll be pleasantly surprised with an upgrade, but you won't be disappointed if you are placed in a not-so-great cabin.
