Upsells are offered both ways - for those booked directly thru NCL and for those booked thru a TA.

Once you book a cruise through a TA, the TA pretty much "owns" your booking. All communications with the cruise line (any cruise line, not just NCL) are supposed to go through the TA. This is done to avoid miscommunication. The cruise line will not deal with you once you're booked through a TA unless it's a general question. Anything specific to your booking has to go through the TA. That applies to upgrades and upsells, too, so the TA would contact you.

One of the potential negatives of booking thru a TA is that if you booked group space (meaning specific cabins that the agency bought), you might (key word) not be eligible for an upsell.
