We took the City bus tour around Barcelona which takes about 2 hours. It cost about 21E for the day. The bus provides earphones and a guide who explains the sites as you move along. You can take the full tour and then reboard and stop at the individual sites you are interested in.

You will probably be OK with the HOHO bus in February. When we used it in October, we got off and then had to wait in long queues to get back on, esp in the city square and the Sagrada Familia. We had to wait through three or four buses at least 1/2 hour in the line (we gave up at the former and walked).

Although we have not used him yet, Jose from Pepito Tours gets rave reviews from a number of the cc members. We have booked him for a tour when we are in Barcelona in July. What he will do, is pick you up at the airport, take you on a 4 hour tour of the city, and bring you directly to the ship when the tour is over. He comes with a driver, and he is the guide. You can check out his website: www.pepitotours.com. Have a great time!

FWIW, before we took the NCL Gem out of Barcelona last year, I heard that people with early a.m. flights were buying NCL transfers to the ship, and those transfers included a non-advertised tour of the city. Obviously, since it's not what they're advertising its a risk, but we went for it, bought the transfers, our flight (AA from NY) arrived around 9:45am and we waited about 15mins. Surely enough, they put us on a bus (with most luggage safely stored below) and proceded to drive us up to Montjuic (with a short stop for viewing the city, walking around) then we stopped at Sagrada familia where we had a bit more free time, and they pointed out a few other things while we drove. I would check recent reviews/posts from people of the Jade in barcelona and see if that's still an option.
