Tampa Rocky Point Question

I'm looking at hotels in the Westshore area for my hotel prior to the cruise in February as the prices of all the ones downtown are REALLY high. We are probably going to be getting into tampa about 2:00pm and would like to spend the day checking out the city.

 

I know the trolley/sidecar is free and makes several stops downtown but my understanding is it doesn't go as far as Westshore. How much would it cost for a taxi to downtown to be able to jump on the car and see what downtown has to offer? Would it be that far a ride?
