Best of all, you can inflate them to a level that's most comfortsble for you. Be sure the vest has a crotch strap to prevent it from riding up. You can purchase these at any dive shop. Also, I like to snorkel with a wet suit better than a vest, but have learned that if you are doing an 'excursion' with a ship or are on their island, you had to have a vest. If there is a Costco near you, they often have them fairly cheap. If not, a good sporting goods store or dive shop should have something. You can also check out http://www.scubatoys.com. If you go on a ship sponsored excursion, the operator may still require you to have a vest on for insurance purposes, but there is no law saying you have to inflate the silly thing. Per TSA you CAN take small compressed gas cartridges in your carry-on or checked (see http://www.tsa.gov/travelers/airtravel/prohibited/permitted-prohibited-items.shtm).
