Breakfast and lunch attire on the Fortuna question

DH has a question. I think I know but he wants to be sure. Can he wear shorts in the dining room for breakfast and lunch as has been the case on other cruises? This is our first time on Costa.

I can't imagine why not. I do on every ship I have been on. Only at night.
