Merida city tour and shopping

I would like to do a city tour and shop in Merida, then just return to hang out on the beach in Progresso for a while. I dont want to spend a small fortune to do this. (I took the city bus to Merida before and that was a total bust.) So I am thinking a private tour that is not outrageous or possibly the autoprogresso tour minus the ruins might work....any ideas???

There are tours offered by various companies at the Progreso Casa de Cultura that just take you to Merida to see the sites and do some shopping. Take the free shuttle from the boat and then walk around and check out your options.
