Tourist Card/Tax arriving in Dominican Republic

Can someone set this straight for me. We are flying into SDQ at 1pm to hop on the Vision of the Seas that departs the same evening at 9pm. Do we have to pay any arrival/departure taxes? Some have stated that we are considered "in transit", but others have paid $10 at SDQ and another $20 at port. thanks.
