Overseas adventure travel "oat"

Beware "bait and switch" by overseas travel adventure. I tried to book a cruise based on a flyer that waved single supplement and free airfare saving $1,199.00. I was told that was available only if you took the post-trip at a cost of $990.00 ..... Ethics and desperate times in the travel industry.... It is my understanding that oat does not book thru ta's and can avoid being ethical ?????
