Do they require that your child be in a car seat on the shuttle from Orlando to port?

If you are refering to the DCL busses then the answer would be no. The reason being is that there is no provisions on the bus to secure a car seat. The adult passengers dont have seat belts either.

Correct. No car seat can be used on the bus nor in the POCs. As the "taxis" in the POC are just Pick up trucks with benches screwed in. So if you are not going to need one on the plane, leave it at home. ;)
