Enough time in Victoria?

Only if the city tour is part of your tour to the Gardens. The Gardens are about 45 minutes from the port; takes a good hour/two hours to tour and then back to the ship and in this case I would highly encourage you to take the ship's tour. That way you won't be sweating about getting back in time. I believe some cruise tours offer a city tour with the Gardens tour.

You won't have enough time in Victoria to see Butchart Gardens AND do a city tour unless it is a combined tour offered by the ship as a shore excursion. Butchart Gardens is 45 minutes from where the ship docks so you have 1.5 hours of travel time included in your 5 hours ashore.
