Belize City tender question?

I read the waters can be rough in Belize City, making it difficult for the crew to carry a wheelchair down the steps and into or out of the tender. Is there a particular month or season when the waters are generally calmer? We are thinking of booking a Western Caribbean cruise for December and would be very disappointed if I could not get off the ship in Belize. The cruise is on NCL's Pearl and I have limitted mobility (I can transfer but can't walk or climb stairs).

I have been to Belize twice. In April the waters were smooth. In November they were rough ( A hurricane was building up)
