Is Camp Carnival open during family activities?

In looking at the past capers I've seen some family events like scavenger hunts or build-a-bear workshops. When they have the events, is the camp closed for the kids not participating in the activities? On NCL they had the video lounge set up for those not doing the other activity.

Family time is usually 12-2 ish, and yes, it is closed for regular camp.
