But lets say a cruise from NY to boston, baltimore Fla. and new Orleans. then back to NY. I would go for that. The Passenger Vessel Services Act, commonly misnamed as the "Jones Act," forbids Foreign built and flagged vessels from transporting pax between 2 US ports without a stop in a 'distant' foreign port. They operate 4 ships, each carry less then a 100 passengers, it's more like a floating bed and breakfast. Be warned thought it's not cheap, although they have a loyal following from what I heard when I was an agent. Another option on the west coast coast would be Cruise West, Also ACCL-American, Canandian, Carribbean Lines. There's a couple more US Flagged operators but they are pretty much luxury yacht operators which charge like $6,000.00 a person for a 7-10 day cruise. Hope this helps. yst347 Posted June 7, 2009 #11 Share Posted June 7, 2009 Carnival used to offer a seven day itinerary from Florida calling on San Juan, St. Croix and St. Thomas. All three are US ports. The US insular territories, Puerto Rico, Virgin Islands, Guam and American Samoa are exempt from the PVSA. Carnival has stopped calling on St. Croix (or atleast vastly limited calls) but still offers this itinerary with St. Martin substituted for St. Croix.
