In difference with Cozumel there is no private beach in Progreso. You can get the free shuttle bus from the cruise terminal and from the only stop you can walk about two or three blocks to the public beach Progreso has and you do not pay to get to the beach. The main restaurants are right at the seaboard and some of them have tables right at the sea shore. There is an government tourist information booth right at the exit to the parking lot where you have to take the free shuttle bus, ask for any tip or map, they will gladly help you!!

The beach in Progreso is part of one long beach that stretches along the Gulf of Mexico coast. Beyond Progreso there are some nicer stretches, but you will need a vehicle. The beach in front of Progreso, however, is fine for lying around and the occasional dip in the water, while enjoying a frosty Corona or Sol or Modelo from the restaurants who have set up there.

 

As for restaurants, I would concur with Mr Dawson; Le Saint Bonnet is good. Eladios is good for snacks aka 'botana' which are included in the price of a beer and will give you a true Yucatecan experience. If any of the seafood restaurants have fresh fried whole 'boquinete' on the menu, try it. It is a white-meat fish with a very pronounced jaw hence its' name.
