Deck 3 on Navigator of the Seas

For my Baltic cruise next summer we have an Oceanview Stateroom on Deck 3, room 3716. I did a search and nothing comes up for this on here and only a few reviews on google but none go into details about the room. I assume no news is good news as bad rooms typically get lots of reviews. Is Deck 3 an OK deck to be on? Will we have issues with noise or anything? Would love to know if anyone stayed on this deck or even in this room on Navigator. I am hoping to upgrade to a balcony if price drops come into play before final payment so I would like to know if I should REALLY look for another location or only look if something really worth the $$ comes up.

It has an option where you can drag one deckplan over others so you can see what's above and/or below you. For 3716 you're really close to elevators/stairs and under the outside promenade so likely to be quiet at night.
