Is there a HoHo Bus in Aarhus?

I don't think they have a sight seeing HOHO bus anymore. The Aarhus card will include free public transportation, though.

According to visitaarhus.com the bus will run from 24th of june to 7th of august between 10:00 to 15:00 on 2 routes but be aware that citysightseeing.dk has taken the info down from their website and news reports from last year tells of empty busses.

So what are the major attractions to see in Aarhus, and what is the best way to see them?

Aros, the latin quarter and Den Gamle comes to mind but I have to get back to you regarding transportation because I don't know the locations around in Aarhus.

I have not been able to find much information on Aarhus local transportation, other than taxis. Do you have any other suggestions or information?

Midt trafik is the transportation provider in Aarhus so if you look on midttrafik.dk and click on the British flag you will find the info needed.
