For a departure time of 4:00pm... why might be a typical time that they start boarding people ? 12 o'clock... 1 o'clock... ?
My last cruise was in 2007, and I recall they boarded wedding parties first, followed by diamond and platinum. Is this still true ?

It is a flat rate of $28 + $1 fuel surcharge (sometimes).
The taxis of any size do not wait to fill up and even though some can carry more, there is a limit of 5 passengers max on taxis. Several times I have been a passenger of 1 in a huge suburban.

That's interesting... I've never heard of a taxi cab charging per person rates... I've only seen the taxi Vans charge per person.
I hate the Vans... you have to sit in there while they try to fill them up. I prefer the privacy of a taxi cab.

What kind of taxi cabs do they have in NO... are they sedans, or are they all Vans...?

I would think complaining to the Purser could be more effective than the Matr'D... the complaint would like cross more hands than just one person.
Also, doesn't the Purser, Matr'D, and House Services (Stewards) all report up to the same Boss...?

I don't think that smokers should be banned, i just think they shouldn't be allowed around me!

RCCL is the correct name. It refers to Royal Caribbean Cruises Ltd.
RCI is Royal Caribbean International, the parent company of RCCL and Celebrity Cruises Inc.
Just as we use Carnival Cruise Lines and not Carnival Corporation, RCCL should be used, and not RCI.

I was also interested as to why Carnival might just pull out. The reply from the Antigua Tourist board lacked any details and they clearly gave themselves a spin as if they are being picked on, but done nothing wrong. This seemed very suspect and one-sided, so I googled and found this blog from October 2013. It did provide some insight.
