I did find this:
- Current regulations require ships visiting the major Californian ports five or more times to plug in while at berth. Under the soon-to-be proposed new rules, ships previously visiting four or fewer times would remain exempt from the regulations until 2023, said Karen Caesar, the board's information officer.
But it's from 2019 so somewhat dated.
If this proposed rule did become a reality in some form it might allow Navigator to visit prior to receiving shore power capability.

But why would they send navigator right around the world when voyager is in the pacific?
Too much capacity in the Caribbean? What is the current timeline for Australia cruises to sail again?

So does Navigator go to Europe for a dry dock and then pick the crew up on the way to Los Angeles?
Her last dry dock was in Freeport Bahamas. No need to go to Europe.

The June ones were the Singapore via Australia repo. More history here:
The dates for the Voyager December entries are a bit different to the current Nav entries, so there has been more than just a ship name change.
Hopefully this is what "Other" stands for in this week's deployment.
I checked last month Navigators entries where not there. I am highly skeptical it is Navigator, Canceling almost a year of Sailing out of Florida to Perfect Day is beyond the "what H3LL are you doing?" IF and when any ship comes to California to based will need to accept shower power.

If it is navigator, wouldn’t you think they would us voyager?
Unless they don’t want to spend the money on voyager,it’s getting pretty sad .
I would think its more likely a place holder for a ship that is currently in the Pacific region. Navigator is scheduled out of Florida until April 2022. Your guess is a good as mine. What is interesting is the berth been reserved in LA it is for post Panamax ships.

Could be ,how will it get there ?
All the info I have been able to gather suggest she is too tall to sail under the bridge of Americas (Panama Canal). Unless during dry dock they fix that, its around south America like Mariner in 2009

Voyager is due to be moved to Cali by Sept. At least that was the plan last week.
That would be surprising since she would need to accept shore power.

Email received tonight
Dear Princess Guest,
We are very sorry to inform you that your Royal Princess cruise scheduled to depart today has been cancelled.
Yesterday Princess Cruises was requested by the U.S. Centers of Disease Control and Prevention (CDC) to share information about a crew member who previously served on Grand Princess and transferred to Royal Princess fifteen days ago. The crew member is now 15 days past last potential exposure to COVID-19, has always remained asymptomatic, and had no known contact or exposure to other guests and crew who became symptomatic.
After sharing all information and details about the crew member, the CDC approved clearance for Royal Princess yesterday with no restrictions placed on the vessel. However late this afternoon, they informed us of their decision to issue a no-sail order until the crew member was tested for COVID-19. We have unfortunately been unable to obtain this test given the late timing of the request. As the crew member testing process and timing is uncertain, we have cancelled the cruise. We share in your disappointment and offer our sincere apologies. The safety, health and well-being of our guests and crew is always our top priority.
All guests will receive a full refund of their cruise fare, Princess Air, Princess Cruise Plus pre- and post-cruise hotel packages, Princess Vacation Protection, prepaid shore excursions and other prepaid items purchased through Princess, and taxes, fees, and port expenses. Your refund will be processed automatically via the method of payment used to pay for your cruise. As your cruise has been cancelled so close to departure, each guest will also receive a 100% Future Cruise Credit equal to the cruise fare paid on this voyage. The credit may be applied to any future Princess cruise that is booked by March 31, 2021 or any existing booking not yet paid in full and is non-refundable and non-transferable.
Guests booked on Princess Air
We are making arrangements for one night’s stay at a LAX-area hotel tonight at our expense and will provide you with a complimentary shuttle from the pier to your hotel. We will provide you with your new homeward flight arrangements at your hotel.Guests who booked their own Air or have alternative homeward travel plans
If you did not purchase your air travel through Princess Cruises, we are unable to change your flight arrangements. Please contact your travel advisor or the airlines directly to revise your travel plans and secure your homeward travel. We have a list of area hotels with availability for you, and will provide a complimentary shuttle available to take you to LAX should you be staying in a hotel in the LAX area.We understand this change may cause you to incur unexpected expenses. Air change fees, increased flight costs, and transportation expenses will be reimbursed, and we will reimburse you up to $300 per booking for one-night’s hotel costs in Los Angeles. Other expenses will be considered on a case-by-case basis. A Refund Request Guide & Form is available at https://www.princess.com/refund-request; please complete and submit this form and any relevant receipts and documentation for our review. If you purchased Princess Vacation Protection or independent vacation travel insurance, please submit your claim through your carrier before submitting a reimbursement request.
Again, we extend our deepest apologies and hope we have the opportunity to exceed your cruise vacation expectations in the near future.
Kind regards,
Princess Cruises

Just received a email from Princess reason for the sailing Cancellation was a Grand crew member transferred to Royal 2 weeks ago. Crew member is NOT showing any symptoms. Princess was cleared to sail yesterday but today they where asked to test the crew member which could not be completed In time so a no sail order was issued.

I’m guessing here maybe around 1000 where in the terminal did not look like the ship would sail full.

When? I took a look at a dozen or so of the itineraries and they all included Ensenada unless it was one of the Canadian loops.
Current sailing

Then the ship has violated the PVSA. Do to the circumstance the ship is under its very possible the fine will be waived.
