    Like you said, we can only speculate why. Wonder if there were multiple ships at HMC and they separated us, but it looks like they are standardizing the itineraries for the Legend for the fall…kind of like how they did with the other ships restarting now. I think the 3 weeks of November Legend Bahamas cruises are now all the same.   My October Pride cruise has not changed from HMC and GT.   Waiting for the announcement for another week sucks…esp since I have to pay my Oct cruise by Monday.

    Grand Turks is on my October one along with HMC and hope we go. We haven't been to either yet and want to get there.

My roll call noticed HMC was pulled from our November Legend cruise out of Baltimore and switched to Princess Cay as of this afternoon.   Assuming this is part of what we should expect with Monday's announcement. I just hate finding out via cruise planner or watching a facebook group instead of Carnival being up front with us.   Anyone else have itinerary changes showing up?

    The Bahamas minister of tourism has even stated its only for home-ported in the Bahamas cruise ships..like adventure. It does not apply to ships embarking in Florida or the US.. as the cruise lines are handling vaccine certification, testing and possible insurance requirements for the unvaccinated.

    I have already read it and it's for those that fly into the Bahamas. The "Cruise passengers" section states for "Guests on cruises that originate in and return to The Bahamas" aka RCL's Adventure.   


    And if you don't believe me, maybe you'll believe the Bahamas minister of Tourism quoted in a news article on return to cruising - Minister of Tourism and Aviation Dionisio D’Aguilar - “Cruises that initiate out of Florida, the government has loosened its restrictions somewhat. All of those passengers that commence or embark in Florida, they will not require a health visa.”  “it is different from homeporting, where the requirement is that everyone must fulfill the government of The Bahamas’ health protocols.”  He goes on to state the cruise lines are taking care of the vaccine certifications, testing and insurance on their end.

    That only applies to cruises leaving from Nassau currently like RCLs Adventure of the Seas.  Bubble tours are for those with unvaccinated (mostly kids) in their party.  You don't have to do a Bahamas visa for a US departure port cruise unless they change the rules.    My comment was just sharing that we don't even have a confirmation on a Baltimore restart but bubble tours started showing up this week.

    NYC has already been cancelled for 2021. They moved the Magic to Florida. NYC won't start back til 2022 for Carnival. 

     

    Baltimore and NOLA are the only two ports selling for Sept/Oct right now. Charleston is greyed out til November.

    As it stands now, mixed cruises require masks on everyone in doors if you are in a mixed venue unless Carnival wants to police vaxxed vrs not vaxxed. And we know the honor system isn’t working in stores.  That’s the main reason they went with the 95% vaxxed cruises.  The cdc still hasn’t dropped the masking guidance for the unvaxxed on land….If I’m wearing a cdc hat , I believe they push for that to stay in their new Cso.  That forces the vaxxed issue on cruise ships.   If I see the cdc giving in on anything easily, it’s the under 12 set getting on board with negative tests and not capping those numbers at 5%

    Admittedly, I have only skimmed part of the ruling, so didn't see this.  However, the judge is partly correct.  The USCG issues the clearance for a ship to enter or operate in US waters, based on a set of criteria like having submitted manifests and declarations to CBP, and receiving "free pratique" from the CDC clearing the ship for health and sanitation reasons.  The USCG is the ultimate authority for ships operating in US waters, but as is common, and logical, they rely on other agencies to provide expertise in areas where the USCG does not have expertise.  The USCG is not a public health or epidemiology agency, so they rely on input from the CDC (as the CDC is mandated to do) to give the USCG the best advice on whether a ship is healthy or not.  Just as the USCG relies on CBP and DEA for assistance in contraband issues.  Case in point was the drug seizure in Port Everglades this week.  A foreign ship docked in a US port is under USCG jurisdiction, but they deferred to DEA to make the search and seizure.  And it is the DEA's regulations on illegal drugs that the USCG operates under when they themselves make a seizure, not a USCG regulation, even though the USCG has overall jurisdiction.  I find the judge's ruling flawed and contradictory over what the CDC can and can't do.

    Thanks for the detailed explanation.  I was perplexed over some of the details of the ruling as well. We’re not dealing with animal sickness quarantine or just sanitation issues. I’m glad someone way more qualified than I thinks the same way.

    And that’s where the decision was interesting to me.....I interpreted part of the judges decision as saying the CDC didn’t have that authority. That it was with coast guard or border patrol. 
     

    I know It’s not March 2020 and we would hopefully do things differently now with returning cases, but would cruise lines have made those hotel, hospital and port medical agreements without the CSO?  Don’t know of well ever answer that.

    With that said, if there is a serious outbreak on a cruise out of anywhere. Cruise companies will NOT survive another shutdown. Is Desantis going to welcome a unvaccinated COVID cruise with open arms and allow Florida to shoulder the situation?  

    This is what I’ve been thinking about today. So cruise lines must present their health manifest and illness records to clear when returning back to the US to get permission to dock and let us all off. I’m wondering if there is an outbreak or even covid cases on board returning to Florida is DeSantis turning the ship away or allowing them to dock and let passengers off?  Does he even have authority over that as the decision referenced the coast guard or border patrol I think.   I know part of the CSO were medical agreements in each port...was that unreasonable? 
    Weren’t cruise ships denied porting in Florida right before the shutdown?

    And that’s what no one wants.  So I think the cruise lines are still stuck between vaxxed/no masks and mixed/with masks.  
     

    However, I don’t necessarily agree with the judge saying it’s just like airline travel or trains or should be treated as such.

    I see them swapping Legend for Pride early, moving all of us on Sept/Oct Pride over to Legend cabins, and canceling her reposition cruise before they do that!
