Instead of stressing about whether or not you may / may not get an upgrade offer, and how much it will cost - just book your desired accomodation. Problem solved

The point is pay the fee and go - which having been to Bermuda by ship the $40 (in my opinion is worth it). Or if the thought of this fee is causing you such distress, book a cruise somewhere else. Problem solved. -
And when it doesn’t work, people complain ad infinitum that they didn’t get the upgrade they were expecting.

I agree with Chiefmate! If you want a better cabin just book it! These days it seems that everyone seems to want to book the lowest category available and expect to get upgraded to the largest suite on the ship. There are no guarantees in life.
