We attended two of these before they stopped so I will answer the question about what they were. There are a couple restaurants in our area that offer these, a table for 2-4 in the kitchen, multiple courses, wine and visits by the chef and pricey. NCL played off this. Both times it was a special event in a separate room with 10-12 participants. Multiple high level courses paired with drinks. A lot of wait staff and visits by kitchen staff. Premium price of course.
