Thank you for the response but I'm doing everything you said but still looking for advice as the best way to go. At first renting car and going to Paris but end up paying big price because returning car to different place.Then I though just travel around when you rent car and take train to next town,ect.

I was thinking about spending a few days visit interesting near by towns then turning car into same place it was rented after learning there are fee's for turning car into a different local rental site. Then ride train towards Southampton and stoping and renting another car etc.
