Moving down a group level in the kids club-Carnival Vista

I have read posts saying it is difficult to move kids into the older group level in the kids club but what about moving them down? We are considering Carnival Vista and my son will be 14 at time of sailing. His friend that may join us will be 15. They are in the same grade in school. My son is a year younger than everyone in his class. That age is the split for the teen clubs. Has anyone had experience with having an older kid go to the younger club?

I believe a lot of the "teen" activities are self -directed. Scavenger hunts, teen lounge activities and the kids can come and go as they please unlike the younger age groups where they are under the care of the counselor at all times. I'm sure they would have no problem with the 14 year-old participating.
