Why price difference (web vs. on-board booking)

While on the Labor Day cruise (my first cruise), I booked another cruise for 2010. Now that I'm home (and just a couple days have passed since booking on board), I see that the price I paid per person is listed on the web page is $100.00 less expensive than the one I booked while on-board. I would have thought that if you book another while on a cruise, that you would have received the better price.

 

Is this common? I know that they will refund difference (as I was able to receive that same difference for the price drop for my first cruise).

 

(1) Should I wait a while to see how far it comes down or (2) should I keep asking for an adjustment as the price drops - if they still allow for it, or (3) any chance of asking for upgrade (was denied that last time).
