I think it is only paid when arriving by air (i.e. when flying into Santiago to begin a cruise in Valparaiso). I'm not sure if you pay when driving from Argentina into Chile (I think it's not paid then either). Have you posted this question on the South America board? Actually as others have said this is applicable only to air arrivals, and does not apply to sea or land arrivals.
