You can pick up a house phone once you board (look at the purser's desk, at any bar, and mounted on the wall outside the buffet, to name a few locations) if you don't want to wait until you get to your cabin. Dial whatever numbers correspond to "DINE" if there isn't a dedicated button marked DINE. Warning: on my cruise, the line wasn't being answered that early; the fallback position in that case would be to go to the table taking specialty restaurant reservations (time and place will be listed on the Patter in your cabin) and ask that staffer to put your name down for the Chef's Table.
