For those who may be interested, I found the Land Use Plan for the property. It's dated October 2002, so it looks like this concept has been around for a while:

I can't imagine anything happening now in this economic climate. Maybe down the road in a few years.

Being that the report refers to it as a "Land Use Plan" and was prepared in October 2002, I would liken it to Comprehensive Planning, which is long range (15 - 20 years) and would be over multiple phases.
