We were in Punta Arenes twice last month. As you exit the building there are several people selling taxi rides, or van ride out to Otway. We were the last two to join in one van a got it for 20 usd We paid 2 usd or 1,000 chilean pesos to go down a road. At the park we paid 12 usd I believe. The pegins leave around March 15th. They are Magellan penguins. Yes, this is the same place that the ships tour go to, and you will see tour buses there. At the park they give you information in English about the peguins and where to go on the trails. Upon return our van took us to the cementerio, seeing the mem. to the unknown Indian. Also, we went to the overlook of the town, around the town, seeing the sights and ending at the town square. We walked the four blocks back to the port entrance as we did shopping here. The walk was our choice.
