Unless you wish to rent a car and drive, your only option will be Quick Coach. With your 10:30 pm flight you will need to allow about 5 hrs to get from Vancouver to SeaTac plus you will want to be there a full hour before your flight so you will want to be leaving Vancouver not later than 4:30pm and perhaps even before that. So you will only have about 5 or so hours to see some of the sights of Vancouver...so with that in mind I would be inclined to suggest that you contact Land Sea Tours and see what they will be offering during the cruise season. There are other options like a couple of HOHO but if you do one of those your will really have to watch you time if you want to get off the bus. Here are some links for your convenience:

I know Vancouver very well. I suggest the following if it works. This HOHO bus only charges for one day and all their buses are brand new. They stop at Canada Place. You might call and ask if they can accomodate luggage. If you do a cycle with them it also stops in Chinatown or at the Casino and or Library, both of which are very close to Pacific Station. If you can look at amtrak.com and see if they have a bus in late afternoon that is preferable over Quickcoach simply because they leave Vancouver and go direct into downtown Seattle with no stops (just the border).

Normally I'd suggest the Amtrak train but time is such a factor. I wouldn't like to cut things that close. Quickcoach makes a ton of stops and logistically its easy but allow almost 5 hrs or more to get to Seatac. If the Amtrak bus works then a cab to Seatac is a flat $32 from downtown and takes 20 minutes.

Here is the Vanc tour I recommend
