Taxi or shuttle?

I noticed that someone a while back post a list of taxi prices on this board somewhere.

I recall that the fare was $33 (?) from the airport to the downtown area. It stated 1-2 people.

Do this mean that the fare for two people is $33 total or $33 each?

Because if it's $33 total taxi fare for two, this makes more sense for us than paying $33 each for the shuttle service (not to mention waiting for a certain amount of people to load).

We are looking at taking the taxi from the airport to Harrah's casino.
