Budget has an office at 5 Complex Desjardins which is about 5 minutes away by taxi. They say they offer pick up service. All the majors have downtown offices within 10 mins taxi from the terminal

The cruise port is in Old Montreal... some of the most expensive land in all of Canada per square foot. There are no car rental agencies in the immediate vicinity.

 

The closest is probably Thrifty Car Rental at the InterContinental Hotel, AKA Place d'Armes.

 

After that, the Budget location at the Gare Centrale, Train station, or Complexe Desjardins are probably the closest. Anything beyond that is basically any downtown location. Hertz on Aylmer or Drummond, Avis on Metcalfe, Discount on deMaisonneuve, Alamo/National on Stanley or even Enterprise at the Delta on President-Kennedy.

Here is what I have researched for my trip next year

 

Enterprise (514-868-9488) is at 50 Boul Rene-Levesque Quest and they will send a shuttle to pick you up at the cruise pier. It is a 5-10 minute ride. The daily rate before taxes for a compact car is $24.95. However, they do not do one way rentals, ie rent at that location and drop off at the airport.

 

Thrifty (514-875-1170) and Dollar (514-271-2606) are both at 159 Rue Saint Antoine (the on-line rental says it is at the Place d'Armes). They do not have a shuttle. The daily rate before taxes, renting at this location and dropping off at the airport is $46, and they only seem to be offering vans. Not sure what that is about.

 

Budget (514-866-775) is at 895 Rue De La Gauchetiere and they do not have a shuttle. The daily rate before taxes, renting at this location and dropping off at the airport is $49.40.

 

Hertz (514-842-8537) is at 1475 Rue Aylmer and they do not have a shuttle. However, according to Mapquest, it is only 1.27 miles from the cruise pier, so a taxi should not be much. The daily rate, before taxes for a compact car, renting at this location and dropping off at the airport is $24.95.
