difference between 6-8 and 9-11 activities on valor?

We are looking into a Carnival valor for 2011 and was looking through some old kids capers. My son will be 9 but is special needs and I'm trying to decide whether he'd do better in one or the other. What are the differences in activities for these two age groups? They seem to be about the same to me but maybe I'm missing something...
