Yes, including full tips. Kids, while smaller, still use towels, sheets, soap, dishes, glasses, make messes (sometimes more than adults!) -- in other words, all the things that other "full sized" adults do, too.

The discounted rates are for 3rd and 4th passengers.

The 3rd and 4th Passengers in a cabin (whether kids or adults) are charged 3rd and 4th PAX rates, which are generally less, often 50% or so less. Kids under 2 are not expected to pay tips. ken

No discount at ANY age. There is usually a discount for any pax in a cabin over #2, again, at any age.
