No as there are always other tourists there as well that did not come in on cruise ships.

The month of August is always busy, with only two very large ships arriving the old town will be busy. The walls won't be that crowded, but it is going to be hot and humid. There is no shade on the walls, so bring a sun hat, sunscreen and lots of memory in your camera. Enjoy your limited time in Dubrovnik.
