It means the cruise line can put you in any OV cabin they want. You do not get to choose your cabin or location.

In return for you paying a bit less than you would for an OV cabin whose deck/location you select, you agree to take any OceanView cabin, any deck, any location (fwd, aft, above the disco, under the Galley....), to be assigned by Carnival anytime between booking and your check-in -- thus giving Carnival a lot of flexibility. ken

You will get at least a fully unobstructed oceanview cabin. I love guarantees. I pick them if I can. Its like a surprise later on when you find out your cabin.
