where and how far in advance can one find out if the trains will be on strike that day?

The folks at Summer in Italy are very good about keeping their web site up to date, and theirs is in English, but you may also want to check the official government site here: http://www.commissionegaranziasciopero.it/index.jsp

 

Unfortunately it is only in Italian, but even if you only know English you can follow the dates and, if you see something on your date, ask for help understanding what it's all about.

 

Also, as breezepark advises, check frequently as you get close to your date as strikes are often postponed or canceled.
