Yes they are, unless you book a sky suite on the sky deck. Then they are only half covered.

Most are covered. The Sky suite balconies on the Sky deck are huge and about 1/3 covered and 2/3 open. We also like covered balconies, but the covering on these balconies was fine. We found that when the sun was not too bright, we liked sitting in the open.

As Sue says most are covered, but on the Penthouse deck there is also an overhang from the deck above, which acts as an awning, cutting down the sun and keeping you dry if it is raining. You need to have a look at the deck plan and line up the elevators for reference and you will see that there are areas to the rear and also the first few at the front (up to 1014 and 1019 each side) that do not have this overhang. We liked both.
