According to royalcaribbean.com FAQ, 13 and over are welcome in specialty restaurants.

All guests 13 and over are welcome and may be booked on-line. Children under 13 years may book only before 7 p.m. but must be booked onboard; based on availability and total party size. After 7 p.m. children under the age of 13 are not allowed. All guests under 18 years of age must be accompanied by a parent or guardian.

Under 13s are allowed for reservations before 7pm. You can book the rest of your party online for the time slot before your cruise, and then add the under 13 once you get onboard (website will not let you add under 13 online).

Just change date of birth in reservation of child, book restaurant, then change it back to real date. No need to wait until on board.

Yeah . . . That doesn't work unless you book the child on the cruise with a false birth date. They don't ask for your age with the online booking, because your date of birth is already recorded in your profile. I think booking onboard would be less hassle than booking the cruise with false information, just so you can make a specialty dining res., then getting the booking info changed later.
