The 3G iPad will fall back to an "Edge" (slower) network if that's available. However, the cellular service on the ship is considered international, so your existing 3G data plan won't cover it. AT&T does offer international data for the iPad, but it's a very expensive add-on.

 

You're probably better off using the ship's WiFi. That's what I did last year with my iPad. It worked quite well for me. You'll still have to pay, but I think that the cost is more reasonable.
